Everything you need to know about Measure K.
The measure would renew San Rafael's existing parcel tax that supports library services and maintain locally controlled funding for programs, staffing, and services residents rely on. The measure is a renewal and would not raise taxes.
For 16 years, San Rafael Public Library has relied on dedicated, voter-approved funding to keep libraries open and available to children, families, and older adults. San Rafael's libraries currently rely on a voter-approved parcel tax that provides approximately $1.25 million annually — roughly one-third of San Rafael Libraries' total funding.
This locally-controlled library funding is set to expire in June. Without a renewal, San Rafael Libraries will be forced to cut hours, staff, and services to the community.
Libraries could face reduced hours, cuts to programs, reductions in collections, and potential layoffs of staff.
If renewed by voters, funding would continue to be used for:
Yes. The proposed renewal measure would continue strict fiscal accountability protections and local control of all funds, including:
No. The measure maintains the current parcel tax rate of $73.25 per parcel and does not increase taxes.
Yes, exemptions for homeowners age 65 and over will continue to be available to help ensure the cost is not a burden to those on fixed incomes. Homeowners currently receiving the exemption will not need to reapply.
The measure requires two-thirds voter approval to pass. It is critical we all take the time to vote yes in this election to protect our local library.
In November 2024, San Rafael voters approved Measure P, a citizens' initiative that provides funding for the planning and construction of a modern library and community center at Albert Park. By law, funding from Measure P may only be used to plan and construct a new library and community center — it cannot be used for library programs, services, staffing, or operating hours.
Funding from Measure K (the parcel tax renewal) may only be used for library operations, programs, and staffing. The two measures serve completely different purposes.
The measure is expected to appear on the June 2026 Primary Election ballot. Mail ballots arrive in early May.
